A conditional offer letter from a Chinese university is not a necessary application document.

Application materials accompanied by a pre-admission notice will be directly sent to the receiving institution for admission confirmation.

Application materials without a pre-admission notice will be sent to the institution for subsequent admission procedures.

For applicants without a pre-admission notice, as factors such as the admission capacity of the institution and the applicant's qualifications will also be taken into consideration, the China Scholarship Council (CSC) cannot guarantee that the receiving institution will definitely be included in its list of intended admission institutions.
