Service Advantages
Foreigners who have made outstanding contributions to China's economic and social development or meet other conditions for permanent residence in China may apply for permanent residence in China.
Foreigners applying for permanent residence in China shall abide by Chinese laws, be in good health, have no criminal record, and meet one of the following conditions:
(1) Direct investment in China, stable investment for three consecutive years and good tax payment records;
(2) Those who have held positions such as deputy general manager or deputy factory director in China, or those with associate senior professional titles such as associate professor or associate researcher, and enjoy the same treatment, have continuously held such positions for at least four years, have resided in China for no less than three years within four years, and have a good tax payment record;
(3) Those who have made significant or outstanding contributions to China and those particularly needed by the country;
(4) The spouses of the persons referred to in the first, second and third items of this paragraph and their unmarried children under the age of 18;
(5) Spouses of Chinese citizens or foreigners who have obtained permanent residence status in China, whose marital relationship has lasted for five years, who have continuously resided in China for five years, who have resided in China for no less than nine months each year and have stable living security and residence;
(6) Unmarried children under the age of 18 who move in with their parents;
(7) Those who have no direct relatives abroad, are relying on direct relatives in China, are at least 60 years old, have continuously resided in China for at least five years, have resided in China for no less than nine months each year, and have a stable living guarantee and residence.
When applying, the applicant must truthfully fill out the "Application Form for Permanent Residence of Foreigners in China" and submit the following materials:
I. General Basic Materials
1. A valid foreign passport or any document that can replace a passport;
2. A health certificate issued by the health and quarantine department designated by the Chinese government or issued by a foreign health and medical institution certified by the Chinese embassy or consulate abroad;
3. A certificate of no criminal record abroad certified by Chinese embassies or consulates abroad;
4. Four recent 2-inch color passport-style photos without a cap;
5. Other relevant materials as stipulated in the "Administrative Measures for the Approval of Permanent Residence of Foreigners in China".
Ii. Supplementary materials by category
(1) Investment personnel
A copy of the business license of the enterprise legal person;
2. Proof of public disclosure of the enterprise's annual report;
3. Confirmation of Foreign-Invested Projects;
4. Copy of the capital verification report;
5. Encouraged foreign-invested enterprises are also required to provide a copy of the confirmation letter of the foreign-invested projects encouraged by the state or a certificate issued by the provincial competent department stating that the enterprise is a foreign-invested enterprise encouraged by the state, as well as a copy of the individual tax payment certificate.
(2) Personnel in Office
A copy of the employment certificate;
2. A copy of the work permit for foreigners coming to China;
3. A copy of the unit registration certificate;
4. Proof of public disclosure of the enterprise's annual report;
5. Copies of project certification documents or confirmation letters;
6. A copy of the personal tax payment certificate;
(3) Special personnel
1. Copy of the recommendation letter;
2. Copies of relevant awards and achievement certificates.
(4) Spouses and unmarried children under the age of 18 of investors, employees and special personnel
1. Copies of marriage certificates, birth certificates or parent-child relationship certificates;
2. Copies of the permanent residence identity cards of foreigners for investment, employment and special personnel.
(5) Couples who are reunited
A copy of the marriage certificate;
2. A copy of the spouse's identification document;
3. Copy of the house lease or property right certificate;
4. A copy of the living security certificate.
(6) Family reunion participants
A copy of the birth certificate or proof of parent-child relationship;
2. Copies of the identity documents of Chinese parents, or copies of the valid passports and permanent residence identity cards of foreign parents;
3. If both parents have divorced, a copy of the proof that the person being relied on has a guardianship responsibility relationship with the applicant should be provided.
(7) Dependents
A copy of the proof that the applicant has no immediate family members abroad;
2. A copy of the domestic kinship certificate;
3. A copy of the permanent household registration certificate and resident identity card of the Chinese citizen being sought after; Or a copy of the valid passport and the permanent residence ID card of the foreigner being sought after;
4. Copy of the house lease or property right certificate;
5. A copy of the living security certificate.
Service process
1. Online pre-examination (optional, recommended
Log in to the government service platform of the National Immigration Administration and upload scanned copies of the materials for pre-review.
2. Offline submission (processed after appointment)
Accepting authority: Exit-Entry Administration Bureau of Municipal Public Security Bureau (Place of residence/Place of Work/Place of Investment).
On-site processing: Submit the original and photocopies of materials, have fingerprints and portraits taken, have an interview, and make payment.
3. Multi-level review (Core Link)
Municipal preliminary review → provincial re-examination → final review by the National Immigration Administration.
Cycle: The standard is approximately 6 months; The green channel for high-end talents lasts approximately two months.
4. Certificate production and collection
After approval, the certificate will be made (about 10 working days).
